Please be advised that the Ministry of Justice building on Rarotonga is continuing with certain renovation work.
The building will be closed for the rest of the day on Friday 21st August 2020 from 12:00pm noon onward.
Please anticipate disruptions to public access in the building foyer over the next several weeks until the renovation work is completed. PUBLIC NOTICE
The public is hereby advised, due to current COVID-19 circumstances, the Ministry of Justice will be limiting its services to the general public commencing Wednesday 25th March 2020.
High Courts Division:
All court hearings, other than criminal court hearings, will be rescheduled for a date after June 2020. Criminal court hearings involving arrests will continue, but under strict social distancing protocols. Meetings of Assembled Owners (MOAOs) and Lease Approval Tribunal hearings will be suspended until after June 2020. Research into court records (e.g. land, traditional titles) will be suspended until further notice.
Registry Services Division:
All births, deaths, and marriage registrations and applications, as well as companies, incorporated societies and Personal Properties Security inquires may be done via email correspondence or phone calls, to assist with social distancing. Should physical certificates be required, these must first be arranged with Registry Services staff before pickup is scheduled. Under the circumstances, please anticipate longer processing times.
Land Administration Division:
Land Trust payments will continue, but with reduced capacity and applications processed by phone and email. Please anticipate significant delays in processing all applications and outward payments.
Survey will also continue with reduced capacity and counter services will no longer be available. Inquiries will be attended to by phone or email.
Please continue to monitor our Ministry of Justice website for any updates, including information on doing online payments. We are asking for your cooperation and understanding during this time of crisis.

The new online registry was launched Tuesday 10th December by the Ministry of Justice. This project is the culmination of several years of work by the Ministry of Justice, Asia Development Bank, and ParadigmApps, with the additional support of AusAid, the New Zealand government, and the Cook Islands government.
The online registry comprises the registries for Companies, Incorporated Societies, and Personal Property Securities. The web address for the online registry is https://registry.justice.gov.ck, which will direct you to the Companies & Incorporate Societies registry, and the Personal Property Securities registry interfaces.
Although basic searches of the registries are free, creating an online account will allow you to register new entities, re-register existing entities, initiate new company and incorporated society filings, register notices of charges over collateral (other than land), and obtain detailed certified information held on the registry.

Public Notice
The Ministry of Justice will be conducting an information sessions relating our Cook Islands Online Registry. Filing for companies, incorporated societies, and personal property securities will be required to be done via the Online Registry. With the 2017 legislation commencing in December 2019, the Chattels Transfer Act 1924 and Purchase Act 1986 will be repealed. To assist with the transition the Companies Act 1970-71 will effectively be repealed next year December.
